Yes. Because that was the first launch of a DFH-5 platform.

I agree with you. We should count CZ5 Y2 mission as the first launch of DFH5, whereas the Chinese official may think Y3 mission will be the first launch...

China is planning a new Long March 5 rocket launch following July failure

While no schedule has been announced, it is likely that the statement means an announcement on the reason for the failure of the second Long March 5 and an outline of new plans will be coming in the near future.

It is understood that the issue was a manufacturing defect affecting one of two YF-77 engines powering the first stage. If officially confirmed, this would mean no major effects such as redesign are required, meaning a relatively swift return to flight.

I'm informed that already manufactured YF-77 engines for the coming flights will be replaced by a new lot of engines and the previous lot of engines will be inspected, repaired and re-certified for assignment to future flights.

The DFH-5 comsat we have called "SJ-18-02/18R" is now officially known as SJ-20 with launch reported to be in 2H 2018.

And that suggests Shijian 19 has joined Shijian 14 as being "missing in action" ........ unless it is scheduled to be launched before Shijian 20 of course.

Apparently the CZ-5 RTF is slipping again - at least to the 2nd quarter of 2019 - although someone else heard that it is payload related so maybe it's not the YF-77 this time. $:-\$
