According to Yonhap, the third launch of KSLV-1 will occur in 2012.
"Related work should be completed by end January 2012"

I've heard they were considering building another STSAT-2 in late 2010, don't know what happened with that, but STSAT-2C would be a possibility.

AFAIU, it will be a scientific satellite developped by KAIST and called "Naro Scientific Satellite" (‘나로과학위성’ in Korean)

The Russian article states that the destruct system will be eliminated from the launcher, implying that this was the cause of the 2nd failure.

AFAIU, the Russian article indicates that the destruct system will be modified (not eliminated) so that no inadvertent/spontaneous destruct may occur...

Would that make it even more like the Angara first stage? Russia traditionally doesn't use a destruct system.

Stage 1 for South Korea Launch Vehicle Shipped to Space Center

The Khrunichev Space Center have completed fabrication and tests of Stage 1 for KSLV-1 (Korea Space Launch Vehicle #1), and processed the flight article for shipment to South Korea.

On the night of 23 August, the rail convoy with Stage 1 for KSLV-1 left Moscow for Ulyanovsk.Earlier today, From Ulyanovsk, the cargo will be flown by the Polyot air carrier to the South Korean city/port of Pusan to be then re-directed to the Naro Space Center.

[Background]

Russia and South Korea had signed an inter-governmental agreement on cooperation in exploration and use of outer space for peaceful purposes. They agreed to jointly develop and build a space booster complex for South Korea based on the small-lift KSLV-1 launch vehicle. The KSLV-I contract was signed in October 2004. The first stage of KSLV-I was developed and fabricated in Russia while the second stage and payload were designed and built in S.Korea.

The Korea Aerospace Research Institute (KARI) is the Customer in KSLV project. The Mocsow-based Khrunichev Space Center is the prime contractor on the Russian side. The other Russian participants include NPO Energomash (designer and builder of the first stage propulsion system) and Transportation Machine-Building Design Bureau (designer of the ground complex). The Russian specialists designed the ground facilities of Naro, S.Korea’s first spaceport, and took part in its construction. The facilities of the Naro Space Center will support space launches and mission control. The first stone for the launch pad was brought from the famed Gagarin’s Pad at the Baikonur Cosmodrome.The first two launches of KSLV-1 took place in 2009 and 2010, respectively.

Naro Rocket Launch Preparations Begin

The first stage of Korea's Naro rocket has been transported to the Naro Space Center in Goheung, South Jeolla Province for an expected launch in October.
The Ministry of Science, Education and Technology said the stage 1 rocket was manufactured at Russia's Khrunichev Space Center and arrived at Gimhae Airport on August 29th before being transferred by ship to the Naro Space Center.

The October launch will be the third attempt for the Naro rocket.
Two previous launches in 2009 and 2010 ended in failure due to technical problems.

With the arrival of the first stage, engineers will begin work on attaching it to the second stage, which was designed and built in Korea along with the Naro scientific satellite.

Can't find an English source yet, but Yonhap News is reporting that the launch is now scheduled on October 26 (with backup dates on October 27-31). The launch window is 3:30 pm - 7:00 pm LT (06:30 - 10:00 UTC).
