They needed an extra $100M insurance coverage for that trajectory.  They also need an extra $100M insurance coverage when they RTLS on Dragon missions.

I have some professional experience in risk assessment and loss valuation - the extra coverage for a polar trajectory passing very close by other launch facilities makes sense to me at first blush. However, the latter part is interesting - they've been doing RTLS Dragon flights for awhile now. I have to question what triggered the increase in liability coverage? I wonder if the recent-mission Merlin 1D failure on ascent and subsequent failed booster landing played into the determination?

I'd been waiting to see if CRS-21 would turn out to be RTLS or ASDS.  This leaves an interesting RTLS permit, which has a mission number that didn't seem right for the next CRS mission anyway, on the table.

The only other mission that comes to mind is Transporter-1, but the start date doesn't really match.

After all of the booster issues during October, I’m curious if there’ve been a flurry of new permits.

The permits are usually for six months, delays don't matter so much.

1694-EX-ST-2020

Application filed today and extends the existing Crew-1 Dragon comms STA (which expires January 10) by six months. The next to expire is the comms STA for Crew-1 Dragon recovery ops, on February 13. After that, all extant mission experimental STAs are expiring March or later. So basically what gongora said.

Edit:

1695-EX-ST-2020 just posted for that one that expires in February, so there's your flurry maybe.

I'm assuming Transporter-1, Mission 1540
1705-EX-ST-2020 Launch and ASDS landing west of the Bahamas

Transporter-1 should be RTLS.

Seems more likely this is the polar Starlink launch mentioned in the other FCC document.

I'm not assuming those are different flights.  We'll see.
