If Kim does get Soyuz MS-27 next spring, and if Starliner-1 does indeed get the USCV-10 slot next spring, it'll be interesting to see if there'll be a cosmonaut on Starliner. Otherwise, I can see a situation on Expedition 72/73 with 2 Russians, 3 U.S., 1 Canadian and 1 Japanese (e.g. 5 USOS and 2 ROS), which I imagine wouldn't go down well with Russia. 

Current line-up as I understand it at present is
Sergei Ryzhikov, Commander
Sergei Mikayev, Flight Engineer
Jonny Kim, Flight Engineer (possible)
Scott Tingle, Flight Engineer
Mike Fincke, Flight Engineer
Josh Kutryk, Flight Engineer
Kimiya Yui, Flight Engineer (possible)

Ah, so no Kim on Soyuz MS-27, unless a seat-swap is agreed on Starliner-1?

Or unless USCV-10 becomes SpaceX Crew-10 and a Russian gets a seat?

The page is up to date, Peskov is part of increment 73.
If a Roscosmos/NASA agreement is found, Peskov will simply fly on Dragon, otherwise he will fly on Soyuz.

You're not wrong, but what that page is listing is the individual Soyuz crews that belong to increment 72 and increment 73 and so forth. Marc is right that it is not up to date: in fact, it rarely is. It showed Borisov as a Soyuz FE2 well past when people knew he was flying on Dragon, Platonov on MS-26 after he got removed (if memory serves), and Grebyonkin as a Soyuz FE2 well past when people knew he was flying on Dragon, and the same is now true of Gorbunov.

So it seems, unless the rumor that I heard that there will be a spaceflight participant on MS-28 is true and they launch an American on MS-27 even if Starliner flies next spring so that they can keep their agreement to launch one American per year in return for us launching one Russian per year.

The rumor is that that got buried. (I think it was Flight Crew Assignments Questions that this came up on a while back.) Apparently, the person organizing it is now in jail for fraud, I think it is. I've heard talk of a Venezuelan spaceflight participant and a Kazakh spaceflight participant, but those are the only two countries I've heard of recently (not counting talk of another Belarusian flight).

Are these likely to be long-duration flights, short flights, or both? I seem to recall that ESA was due for a seat on Crew-10, but that was before Kimiya Yui got bounced off of Crew-9.

In other news, https://www.gctc.ru/main.php?id=155 has been updated, and there's some interesting stuff there. Aleksei Zubritskiy is now the backup FE1 for MS-26 even though Sergey Mikaev is still the prime FE1 for MS-27, and Jonny Kim is Don Pettit's backup.

Long-duration flights. For short duration missions ESA uses reserve astronauts who are transferred to ESA as "project astronauts" (Marcus Wandt, Sławosz Uznański).

To be comprehensive, the only case, it could be a short duration mission, would be the unlikely case they announce a mission for John McFall.
