AFAIU, the 12 foreign payloads to be launched by PSLV from mid-2011 to mid-2013 could include the following satellites:

4 from Canada: NLS-7 (aka CanX-4 & CanX-5), Nemo-AM?, Sapphire, Neossat
2 from Indonesia: Lapan-A2, Lapan-A3
2 from Germany: EnMap (not N-Map!), Orbcom AIS (OHB-Germany)?
1 from Luxembourg: Luxspace AIS?
3 European Universities: Tugsat-1 (aka CanX-3b or Brite-Austria), Venta?, UniBRITE/CanX-3a (University of Vienna)?

According to the article, the contract for the French SPOT-6 (not EnMap!) is still under negociations

The GSAT-7 and Insat-3D spacecraft, which were scheduled to be launched by the GSLV, will now go up on international launchers.

The GSLV-MarkIII will be flight tested in 2 years:

This will impact the Chandrayaan-2 lunar mission, which will now have to be launched on the GSLV F-Series:

ISRO would be completing work on the Astrosat and the Aditya projects by 2012 and 2013 respectively.

The UVIT CDR is happening now with a projected launch date for ASTROSAT in April 2012. Aditya will take at least 3 years. No work has started yet and there are serious questions about the detectors.

GSAT-14 will launched  indigenously developed GSLV D-5 during mid-2012. ISRO has planned to launch GSAT–12  during next month. After launching Meghatropique satellite in September 2011, the ISRO will be concentrating on the launching  RISAT–1 during December this year.

AFAIK there is no such a small SC suitable for VA205.

GSAT-14 will launch by Summer of 2012. If this one goes well, ISRO will launch the GSAT-6. Chandrayaan-2 scheduled for around 2013.
