Per this interview with Jean Yves Le Gall, the Soyuz mission has already slipped into 2011
http://www.satellitetoday.com/satn/features/Arianespace-CEO-Le-Gall-Assesses-Opportunities-in-Asia_34477.html

"We expect to start using the Soyuz early next year. We will have the capability to have four Soyuz launches a year."

Interesting that Arianne space is facilitating Soyuz launches from their French Guiana Spaceport in the not too distant future.

Are we talking manned launches, I wonder?

Anyone gone to the Arianne facility to watch a launch there?  Wonder if they're set up to receive visitors!  Might have to arrange a trip to South America once the shuttles are done flying.

Not initially. There has been speculation about later upgrades IIRC.

Is Arianespace still trying for 7 flights in 2010, so squeezing one in late in December (V200)?

Kazakh ERS satellite to be launched by Ariane.

Besides, our French partners have offered Kazakhstan their Kourou cosmodrome in France’s Guiana to launch Kazakh spacecrafts. European launcher Ariane will put our Earth Remote Sensing satellite (ERS) satellite into orbit. Astrium as manufacturer of this spacecraft sets very tough requirements for safety and we have agreed with the proposal of the French side. The satellite is going to be launched in 2014.

Kazakh ERS satellite to be launched by Ariane.

Sounds a bit strange to me. In the paragraph before it is stated that they want to also use Dnepr. I consider it unlikely that an ERS satellite compatible with Dnepr would be launched on an Ariane. Maybe Soyuz or Vega. I can hardly imagine a dedicated Ariane launch for a kazakh LEO mission...
