THe PSLV C16 launch delay could be deducted from the presentation by the Indian delegation to the 48th STSC-UNCOPUOS on February 17, 2011 in Vienna (Austria) :
"Small satellite mission ‘YOUTHSAT’ - ready to be launched in March 2011"

Also concerning Aditya-1 it is said that "launch is planned during the next high solar activity period by 2012."

The reasoning seems odd:

Radhakrishnan is a worried man also because they're now involved in a could-be scam involving the S-band spectrum. It's been a hard time as a Chairman for him.

ISRO tests rocket motor, delays satellite launch

After 16 successful launches of its workhorse rocket Polar Satellite Launch Vehicle (PSLV) in the last 17 years, the Indian space agency is now testing a key component to re-qualify its on-flight performance parameters to avoid any unpleasant surprises. The Indian Space Research Organisation (ISRO) is testing the gas motor which is fitted in the second stage/engine powered by liquid fuel for high temperature tolerance levels.

Thanks for the update!

Megha-Tropiques launch was planned for the second half of 2011 as of Feb 28 (source: CNES)

There have been some reports that a second Israeli TecSAR is going to be launched by India this year, presumably on the PSLV again.   Has there been any recent Indian comment about this or are the reports a fiction?

Maybe after all of the trouble pre-launch for the first TecSAR, everyone is keeping quiet about the second launch.
I've always been crazy but it's kept me from going insane - WJ.

It was believed that RISAT-2 was an off-the-shelf TecSAR built by Israel for India. At a recent public lecture I attended, the Director of Space Applications Center, Navalgund told the audience that RISAT-1, an indigenously built SAR payload is flying in "last quarter of 2011/first quarter of 2012".

Perhaps there is speculation that this (RISAT-1) is also an Israeli TecSAR. I have not heard anything said of an Israeli TecSAR-2 launch otherwise.

RISAT-2 was an israeli built TECSAR payload on an ISRO built Bus

Perhaps there is speculation that this (RISAT-1) is also an Israeli TecSAR. I have not heard anything said of an Israeli TecSAR-2 launch otherwise.

No, RISAT-1 is indian bulit and completely different from the TECSAR system.

TECSAR-2 is an purely israeli satellite.

Arianespace has posted a mission update on its website - http://www.arianespace.com/news-mission-update/2011/767.asp

which talks about the arrival of the rocket components from Europe to South America for the GSAT-8 flight. GSAT-8 is flying with ST-2 on this flight. The link also talks about the new flight designation for the Ariane-V flights. This one is called Ariane-V VA202.

It seems that new launch date announced for PSLV-C16 (Acc to regional news channel). Scheduled date is 20th Apr 2011 (Around 10 AM IST).
