An interesting document; worth noting that it was written in November 2010, so the projected launch dates might be obsolete.

I may have a question at this point. In the last update of the launch schedule, GSAT-14 appears as being approved. Does this mean the spacecraft is now under construction?

Hi MA,
According to the 2010-2011 ISRO annual report GSAT-14 is planned to be launched by GSLV with indigenous cryogenic upper stage.
As the satellite appears in ISRO last mission profile for a launch in FY 2011/2012, we can assume it has been approved and is under construction!

GSAT-14 seems to be the candidate for GSLV-MKII (i.e. with Indian-made cryogenic upper stage) return to flight after the April 2010 failure; this launch is now tentatively announced for the second part of 2012.

According to well confirmed reports stacking operations for PSLV-C17(GSAT-12) mission have started on second launch pad..parts of first stage appear to have been stacked up...if all goes well, we may have a launch is early July. The rocket looks like a XL version like the one which took Chandrayaan.

Stacking operations of PSLV-C(?) Megha Tropiques mission are yet to begin...I assume this is the CA version

From the Mission Profile posted above, there is only GSLV D4 flying in the FY 2011-12. This, ISRO, Chairman said will fly with a Russian cryo to check out the vehicle design. So, the GSAT-14 would likely fly on a GSLV Mk-I.
