According with the 9ifly Chinese space forum, HJ-1C launch is now schedule for November 19/20.

I can't recall the source, but there was an antenna problem that gave lower resolution, so the orbit was lowered to regain the planned capability.
They've only raised it slightly above the altitude they lowered it to, not up to the initial altitude, so I'd guess no.
