I don't think so, since the Canadian Space Agency was announcing the launch of M3MSat in 2016 a month ago

In an article in Telugu published yesterday they mention 3 DMC3 and 2 "British" nanosatellites on this flight

Another article in Telugu gives the phonetic names of the 5 UK made satellites to launch onboard PSLV-C28

I was able to decifer the phonetic name of the smaller one ("dioardiai tieseaiel") of the two. It is DeorbitSail-1 - a 3U cubesat with a drag sail experiment. It is confirmed, that it has already been shipped to India for launch.

The 91 kg microsat payload is a technology demostration satellite by SSTL. They will publish details to this satellite after the launch.

So all 5 payloads are accounted for:
* 3 DMC3 satellites
* SSTL technology demostration satellite
* DeorbitSail cubesat

BTW: can someone please remove the Skysat-3 from the thread title?

I'm not hearing anything about Skysat-3, so I don't think it will be onboard

Just for the record: DeorbitSail was not built by SSTL, but by Surrey Space Centre.

Accommodating the three DMC3 satellites each with a height of about 3 metre within the existing payload fairing of PSLV, was a challenge. To mount these satellites onto the launcher, a circular Launcher adaptor called as L-adaptor and a triangular deck called Multiple Satellite Adapter-Version 2 (MSA-V2), were newly designed and realized by ISRO for this specific purpose.
