Proposed new units of measure:
An ELon (Empty Load in orbit) as a ratio based on possible load volumes (space in m
3
against capacity in tonnes) to orbit for each starship to reach above the karman line. Measured as a ratio it would provide a standard to measure future capacities being a variable per starship.
You could cost an ELon based on a new unit of measure the Gross Investment Measure (GrIMe) in $ for each ELoN.
So let’s run some theoretical numbers for SN20, say 1000 m cubed of volume and 100 tonnes of potential load so we have an ELon ratio of 1:.1 with a GrIMe of $50k given the booster and starship are expended at a combined cost to build/fuel of $50M.

Not exactly what you are talking about - but related - are the concepts of volumetric weight and pivot weight which are used in the airline industry. Effectively airlines charge one price for very low density shipments and a different price for high density shipments, a price per volume morphing into a price per mass above the pivot weight. That's it in a nut shell Note some of the terminology is a little confusing, the "pivot weight" is actually a density
