Does anyone know how ISRO managed to get two extra GSLVs for OneWeb on such short notice? Were they able to manufacture them, or did some other launch(es) have to be delayed because of OneWeb?
Bump ISRO payloads off of them to later launches.

It's a bit puzzling that references to the upcoming  OneWeb satellites launch by ISRO, are almost all a few months old. You would think, by this time, there would be news items like " OneWeb satellites reach ISRO, being integrated on vehicle" or " ISRO to launch OneWeb in two weeks" . Nothing of the kind!

OneWeb and Arianespace signed an agreement following the suspension of the launches

Arianespace is supporting OneWeb on its upcoming launches; including the performance of Dispenser Supply Services for two launches to be performed by NewSpace India Limited, part of Indian national space agency ISRO.

Finally we are restarting launches @OneWeb   Just 6 months ago we were forced to suspend launches. Today our satellites have arrived in India to be launched by a GSLV rocket. GO  @OneWeb @isro..

Making progress on our next @OneWeb launch. Satellites are being integrated on the @BeyondGravity_S dispenser. Few more days are we are ready for combined ops @isro @NSIL_India.
