At launch, what is this pipeline coming out of the fairing of the Atlas V for?

That's actually the gaseous H2 vent from the centaur, which is enclosed within the fairing on the 5[0-5]1 variants variants.

Well, why don't we have an oxygen purge line?

It goes directly overboard.  It is the source of vapor coming from the vehicle prelaunch.   It isn't flammable so there is no need to duct it away or keep it away from the sides of the vehicle. Photo is of a WDR
