I think the thread title should be CBERS-4B, not CBERS-4A.

China to launch Ethiopian satellite ETRSS-1 by years end.

I'm assuming that this launch will be similar to previous remote sensing satellites launched by China in collaboration with other countries. So, possibly a CZ-2D will be used out of Jiuquan.

ETRSS-1 is a 70 kg spacecraft
Ethiopia to launch first-ever satellite in December with China's help
Could ETRSS-1 be a/the secondary payload of this launch, with the more massive primary payload TBA?

Almost certainly. A CZ-2D would be overkill for a 70 kg satellite

A further hypothesis:
Could ETRSS-1 and these three MinoSpace satellites, MN50-01, MN10-03, and MN10-04, be four secondary payloads on a December 2019 CZ-4B launch from JSLC, with the primary, more massive payload TBA?

Cross-post, including slide image:
Launch schedule by MinoSpace until 2021. The Dec 2019 CZ-4B launch is very likely from JSLC.
