According to Chinese news reports: this project was kicked off on Dec 26th, and the principal contractor is the National Administration of Surveying, Mapping and Geoinformation of China (NASMG). Gaofen-7 will have similar but better capability than that of Ziyuan-3, which was launched at the beginning of 2012.

Launch scheduled for November 2019 according to 9ifly.

BTW past data gives the satellite mass as 2400 kg with the orbit altitude at 500 km, so (confirmed by official reports) this will be launched on a CZ-4B out of Taiyuan instead.

Gunter lists Gaofen-7 as a similar, yet improved Ziyuan-3.

The previous 2 ZY-3's were launched to SSO's with a LTDN circa 10:30 am.  Both launched at 03:17 UTC.

The first satellite is called 精致高分试验卫星 or Exquisite High-score Test Satellite or Jingzhi Gaofen Shiyan Weixing.

The second satellite is called 苏丹科学实验卫星一号 or Sudan Scientific Experimental Satellite 1.

The third satellite is called 潇湘一号08星 or Xiaoxiang-1 08.
