It is a heavily modernized interim DM-03 phase I successor specifically for Angara Family with developed two versions: 14S48 with 11D58M and 14349 with 11D58MF (related and planned developments: SL/SLB replaced with common SLU version for existing Zenit (test articles exist). A common universal version based from MOB-DM potentially named DM-04 is planned to debut with Soyuz-5, 6, 7 and expand to Angara, Yenisei and Don.

Block DM-03 11S861-03 still has the big round (heavy) avionics container above.
14S48 Persey does not have that anymore, but small avionics container similar to the Block DM-SLB, I believe.
As it was with Block DM-SL I do not know.
Does 14S48 inherit the avionics from the DM-SLB?

AFAIU mostly yes but they are newer models plus some additional replacements and upgrades. Mr. Zak at one time told me that he planned to release an update with further details closer to its first flight.

Cross-posts re: third (and second) Angara-A5 launches.  The third orbital launch of the Angara-A5 launch vehicle is currently scheduled to utilize the Blok DM-03 upgrade designated Persey.  This will be the first launch using Persey.

"We have more than enough rockets, but nothing to place into orbit with them", he said. Many satellites are nearly fully assembled, but still awaiting electronic components that cannot be delivered due to the sanctions. Rogozin said that in the past three years Roscosmos has increased the production of domestic space-rated electronic components by 2.5 times. So far this does not seem to be having much effect though. 

The statistics only confirm Rogozin's words. This year Russia has conducted just eight space launches, with only four of those carrying Russian-built payloads (Kosmos-2549, Progress MS-16, Arktika-M, Soyuz MS-18). There is a tremendous backlog of unlaunched satellites, including many high-priority payloads for the Ministry of Defense.

Articles also mentions Angara-A5M with increased thrust in the first and second stages. Payload to LEO from Vostochny increases from 24 to 27 t. Angara-A5P is derived from Angara-A5M with the engines operating with reduced thrust and with an emergency detection system. Proton-M is ₽2.5B ($34M) and Angara-A5 is ₽3.8B ($51M).

About a year ago, Rogozin said the payload hadn't been determined yet. Last December, RIA Novosti quoted a source in the space industry as saying that the rocket would carry a dummy payload. Last February, Khrunichev director Aleksei Varochko said an order had been received from the Ministry of Defense to fly the third Angara-A5 with a live payload, but that they would have to "work hard" to achieve that goal, among others with insurance companies. Asked what the payload would be, he said he didn't know yet (and if he did, he probably wouldn't have revealed it anyway).

The recent RIA Novosti report on the shipment of the rocket to Plesetsk once again said the rocket will carry a dummy payload, but that is probably just a repeat of what was said in the December report and not based on new information. The same goes for the targeted launch date in the third quarter of the year (also mentioned in the December report). It's not clear if that is up-to-date information.   

As far as I know, the only payload for Angara-A5/Persei that can be positively determined from procurement documents is the geostationary component of the EKS early warning constellation, but there are probably others as well.
