It seems that there may be a link between this mission moving to a smaller launcher, and the Indian component of the mission being moved to a different launcher.

Must be significantly downscaled if it's moved to a Soyuz launcher.

First Russian moon mission delayed

Russian Luna-25 (Luna-Glob 1) mission previously scheduled for launch in 2015 was postponed until 2016, according to Lev Zeleny, director of Space Research Institute. This will be a lunar lander technology demonstration mission. As a consequence, the launch schedule of the following lunar missions has changed too: Luna-26 will be sent to the Moon in 2018 and Luna-27 in 2019. (via Novosti Kosmonavtiki)

IMHO, we will see a one year delay of this mission for every year of real time that passes, at least for a few more years.

There must have been an earlier contract for the procurement of the launch vehicle if there is a 2013 contract for maintenance of the rocket.

Of course, the problem is that if the rocket were build prior to 2013, and it is now scheduled for launch in 2016, any further delays might push the rocket beyond its certified lifetime.

There is conflicting information about the launch dates for the next Russian unmanned lunar missions. Two officials of the Institute of Space Research (IKI) gave different target dates during the COSPAR conference in Moscow yesterday :

This would be a three-year delay for Luna-25 from the previously announced launch date of 2016.

Mitrofanov also said a lunar sample return mission is being targeted for 2021-2022.

I suppose Zelyonyy is the most authoritative of the two sources...

Luna-25 is an orbiter (also known as Luna Glob), Luna-26 is an orbiter and Luna-27 another lander. The latter two are flown under the Luna Resurs project.

RIA Novosti quotes IKI director Lev Zelyonyy as saying  the launch of the Luna-25 lander has been delayed from 2016 to 2018. He added that the scientific payload has been further scaled back in order to facilitate the landing (Luna-25 is mainy a technology demonstrator). Zelyonyy also said further delays are "unacceptable" and that the Luna-26 and Luna-27 follow-on missions should still fly before the end of the decade.

Are you saying that Russia will never...never... (As long as you live) build and launch another interplanetary craft?
As far as I know they may have begun to "cut metal" for at least one of these missions.

Now you've made yourself clear. Thanks. BTW, it's curious that in the 1990's under the Yeltsin regime, Russian
launch services started to rely on commercial sponsorship for (partial) funding; slapping advertising logos on boosters.  One wonders why RKA and the present Russian space agencies, didn't take the next step and seek commercial sponsorship (with logos, etc) for non-essential spacecraft.

BTW, as i haven't seen recent payload descriptions posted elsewhere. Following page lists some of it, not sure how up to date as i read Лев Зеленый saying that some of the payloads are de-scoped.

Another EDIT: And here is a pretty recent interview with Зеленый who sort of seems to be the man in charge of this program. Touches upon some of the difficulties with Luna-glob program.

He claims that the technical challenges for the Luna-25 probe are sort of solved far enough that they would be ready to launch in late 2017, but fiscal and political reality is different.

Maybe thats the one that got cut, or could be that not all instruments were mounted at the show.

could be that not all instruments were mounted at the show.

I think it is the more likely. Since it is a test model of Luna-Glob, it would be quiet normal that not all scientific instruments are mounted on it...

If I understand this tender the rocket is being stored, awaiting launch and for the third year in a row the Russian Federal Space Agency (Roskosmos) has had to pay for this work.
