I see two options:
- No. 2 will be launched before No. 1
- No. 1 is already in orbit (Kosmos 2491 for example) ?


The first possibility is more likely, as the payloads of the K-2491 type are too small to justify a dedicated launch.

Or is it a replacement code, for example it supersedes 14Ф31?

Did anyone ever figure out if it was Amazonas 5 or Hispasat 1f (aka Hispasat 30W-6) that was actually launching on Proton?

Roskosmos has ordered the next batch of Soyuz rockets for Vostochny; as part of the qualification flights (ЛИ).

The contract shows three 1A and three 1B rockets, one each in 2017, 2018 and 2019. Six rockets in total. Fairings have only been ordered for the third of each rocket in 2019; so the others are for existing payloads, shifted to Vostochny?

However in the supporting documentation is this statement:-
