What does it really mean to evaluate the cost profile of a system...?

does it mean analyzing the overall/component costs associated with that system and evaluating shortcomings and constraints?

It means that you can't really do it.  Too many variables.

For Proton it is apparently possible to have a contract announced on  September 7, 2009 and a launch scheduled for November 23, 2009.  I think that's 77 days, which is pretty amazing!  Am I mis-reading this?

There was work done before the launch contract, either by a study contract or unpaid.
