India's Dept of Space has approved Rs.10 Crores in funding to ISRO for an Orbital Rendezvous & Docking experiment between 2 satellites. The experiment will involve transfer of material between the 2 satellites, in order to demonstrate the potential for refueling capability between spacecraft.

Some news media are using the term "docking and berthing" in connection with this mission, but it's not clear to me what, if any, aspect of the mission would really qualify as berthing.

Does anyone know whether this "docking and berthing" description is coming from ISRO itself?

Additionally, I'm eager to learn more details about the overall mission in general, which will be another landmark milestone mission for ISRO in the development of another key technology for spaceflight - including even possibly for human spaceflight. Also, what are the existing examples and precedents for using orbital docking in non-HSF applications?

Yeah, thanks, I had indeed seen that one. Now that the funding has been approved, I wonder what the timeline would then be for this Orbital Rendezvous & Docking mission?

How long would it take to carry out this experiment?

I'm the author of that manifest. The question mark means I'm not sure if EMISAT/SPADEX is being carried on C38.

ISRO has couple of research proposals for rendezvous and docking as part of their RESPOND program:

Rendezvous and docking (VSSC):
To achieve docking during the final phase of the mission, the relative position and velocity of the target spacecraft and chaser spacecraft has to be brought to zero. To ensure proper alignment of the docking port, the
relative angular orientation needs to be precisely aligned. Moreover, relative angular rate of the target and chaser are to be very close to zero for successful docking. Simultaneous control of the translational and rotational
dynamics is required to achieve the docking conditions.

High precision relative navigation and attitude reference system for space docking experiment (IISU)
Design, Development and Qualification of a Fully Autonomous Videometer based high precision relative navigation and attitude reference system for space docking experiment – system consisting of retro reflectors,
illuminators, camera, complex image processing algorithms involving state observers, filtering algorithms, etc. for range, range rate, Line Of Sight (LOS), relative attitude determination.

ISRO chairman Dr K Sivan has said that the Space Docking Experiment (SPADEX) to demonstrate orbital rendezvous and docking between 2 satellites along with transfer of fluids, will be carried out sometime next year:

Orbital Express comes to mind. There was a similar project going on at roughly the same time, but I don't recall the name. One of the two was significantly more advanced, but I don't recall which one. NASA has recently also been doing/sponsoring various missions to develop orbital servicing. This is nothing new for the world, but it is an important step for ISRO.
