I don't understand the logic behind some of these requests. Why is USN requesting a 180 day STA starting March 1st when the launch is planned for July?

Another example, off topic:
In its filing for the current STA for Nusantara 5, Intelsat did not specify a start date.
So the FCC granted it on Aug. 19, 180 days from that date.
