It is now strongly believed a fuel dump from the second stage was imaged in Goiânia, Brazil by Gustavo Bolson Maia at 22:47 UTC 9th October 2017, 17 minutes after payload deployment. Here is the link to Gustavo Bolson Maia  facebook with the image,

This looks like another upper stage fuel dump sighting, virtually the same time, from Argentina, reported to Seesat-l:

Wow, this could easily be an oil painting in a viewing gallery.

Also, the launch facilities at Tanegashima could be plucked from the pages of a lush fantasy novel.

If JRRT's Numenoreans post-"the fall of Atlantis" had been a bit more technologically advanced, I could envision Elendil or Isildur constructing a similar launch facility on the coast of Gondor.
