The annual GAO assessment of major projects was still showing a December 2027 launch readiness date.

Major milestones moving toward launch per element.

HALO:
March 2025 - 1st System Integration Review (pre-module delivery)
December 2025 - 2nd System Integration Review (environmental testing)
October 2026 - Delivery to Gateway program for integration with PPE.

PPE:
March 2024 - CDR (completed)
November 2026 - Delivery to Gateway program for integration with HALO.

SEP:
January 2024 - Start of cathode component qualification (shock/vibe)
May 2024 - Start of environmental testing on 1st of 2 qual models
May 2024 - TVac testing paused due to risk of exceeding component temperature limits
October 2024 - Testing & Analysis of redesigned harness completed
October 2024 - Resumption of TVac testing
December 2024 - Completion of TVac testing (some components did not respond as expected requiring investigation)
Late 2024 - Completion of fabrication and installation of the 3 flight thrusters
January 2025 - Completion of assembly of 1st flight model thruster as well as vibration testing
Early 2025 - Completion of environmental testing on 1st of 2 qual models
November 2025 - Delivery of AEPS flight thrusters to PPE

Why is there over a year between everything being delivered for integration (Nov 2026) and launch readiness (Dec 2027)?

It takes a while to integrate PPE with halo. It will act as one spacecraft, so you are talking about basically building a spacecraft.

PPE's thrusters were delivered last month.

Ah, ok, so it's not just a matter of connecting the modules on the ground rather than in space. (Weren't they originally intended to launch separately?)
