This is reminiscent of a recent problem that a Loral comsat suffered after injection by Sea Launch. At the time, there was speculation that somehow air escaped from inside the spacecraft after the first couple of minutes of flight.

SES has abandoned the 31.5 deg East position. Astra 5B is currently moving to its future position at 23.5 deg East.
