What's the point of this while Progress is around, is there a difference?

It's a lot more advanced than Progress (which is old). Also it adds options to getting suppiles up there, even though the Russians seem to have progresses coming out of their ears.

About time, too.

I thought the ATV was scheduled to be launched in 2004, then 2005, then 2006 and now 2007.

If it was originally scheduled for 2004, how come it's only 98% COMPLETE a year-and-a-half later?

Without casting doubt on its abilities, what IS the point? Yes, it can carry more than Progress and stay up longer, but it can't carry lab racks or anything else 'big' that needs square hatches. Wouldn't it be cheaper to just build a 'big' Progress?

It's also a lot more expensive to manufacture and launch.

Redundancy in capability is good.  Maybe the price will go down once they start cranking out ATVs.  It'll be hard to beat the Russians in price, though.

European taxpayers, like taxpayers everywhere, prefer their tax euros or whatever to be spent in their own countries, rather than somewhere else. ESA wants a certain amount of access to the ISS, which means coughing up the ante, and this is part of it.  They could've purchased Progresses from the Russians (or even - before Columbia - Shuttles, but Progresses are cheaper!), but you could imagine the political furore.

The professed reason is to enable ESA to build up European experience in space missions. Ideally, they'd like their own Soyuz, Shenzou or CEV analogue, but there's not quite enough political support for that. Automated cargo missions are a reasonable step.  (Being able to do something yourself - and demonstrate it! - gives you a lot more clout in international missions. You become more of a partner rather than a sub-contractor. In different fields, you can see the before and after difference in how ESA was regarded in rocket launchers after Ariane and interplanetary robotic probes after Mars Express.)

Welcome to the site. Follow up to that from the Russians on here....Are the Russians also looking towards the ATV (given they are involved in it) as a back up to Progress flights as well?

I suspect Columbia has (re)demonstrated once more the adage about eggs and baskets. It's useful to have options.

And the Russians will want to update/replace Progress at some point, and presumably some of the ATV technology can be utilised there (and perhaps even in the cargo CEV).  I think this is the way international cooperation is going to go - everyone has their own capability, but there's commonality in some subsytems and a sharing of development costs.

Thanks, much appreciated. We're not a year old until next Spring, so there's a fair way to go get....which is a good thing.

Also, that's a good point about the need of alternatives during downtime periods.
