My understanding is the FH-01 jumper was previously purged/filled with Nitrogen. The Nitrogen Vent Tool is connected to the free QD to vent the jumper to vacuum (remember QDs are also valves, which only open when connected to something) before they could connect it to the ammonia loop.

Yes, that is my understanding as well - that FH-01 was filled with nitrogen, and so they attached a tool to open the QD and vent the nitrogen to vacuum.
