I think that Gokturk-2 will operate in polar orbit. It it possible to get there with a CZ-2D from Jiuquan?
It is possible - see TH-1.

Maybe Gokturk 2 will be lanched as a secondary payload by launch:

2011 12.   Huan Jing 1C   Chang Zheng CZ-2C   500   RCH   Gokturk 2                                  210         TUR
from TYI, because the mass of Gokturk 2 is only about 200 kg

@satori
See here (article in Chinese) for another confirmation of VRSS-1 to be launched into polar orbit from JSLC with a CZ-2D.

These satellites are planned to be launched on Dnepr launch vehicle. And 21AT is only the customer for the satellite data products. They do not own it, nor have they ordered the satellites. Owner is the british DMCii.
