Well, I wonder how easily Atlantis would rise to the higher orbit. It'd be more sense if the reboosts were made after the last Shuttle mission.
This message reflects my personal opinion based on open sources of information.

Not an issue; there is some impact on how much payload goes up.  (The decision to do this before ULF-7/STS-135 was made a while back.)

Reboost of ISS orbit by Endeavour's engines is planned at 05:03:28 UTC on May 29th (dV = 0.12 + 0.34 + 0.11 m/s, dT = 839 s, dH ~ 800 m).

Reboost of ISS orbit by ATV-2's engines is planned at 22:30 UTC on June 2nd (dV = 2.2 m/s, dH ~ 3.7 km).

Here some news about the time table for Dragon and Cygnus.

http://www.aviationweek.com/aw/generic/story_channel.jsp?channel=space&id=news/asd/2011/06/08/13.xml&headline=Crew Launches To Help Usher In New ISS Era

Quote
He (Fossum) is trained to handle the prospective rendezvous and capture of NASA’s first Commercial Orbital Transportation System cargo mission prior to his return to Earth aboard the Soyuz 27S in mid-November.
Quote
The two companies plan to carry out their first station supply mission using the Dragon and Cygnus spacecraft before year’s end.

“We’re cautiously optimistic they will make that,” says NASA’s Mike Suffredini, the ISS program manager. “But we’ll have about a year’s worth of margin if they get snagged along the way.”

During a June 1 news briefing, NASA Associate Administrator for Space Operation Bill Gerstenmaier said the agency would decide by the end of this month on a launch strategy for the first commercial resupply mission using the SpaceX Dragon.

NASA is leaning toward an initial test flight to demonstrate Dragon’s on-orbit operations, followed by a combining of the second and third of the previously planned SpaceX demonstration missions into a single cargo delivery flight. Dragon will rendezvous with the orbiting science laboratory, easing close enough for the station’s robot arm to grapple and berth the freighter.

“We are heading in that direction,” Gerstenmaier said. “We were thinking around the October/November time frame — maybe September.” Fossum, assisted by Furukawa, is prepared for Dragon’s arrival.

“It’s my job to reach out and grab it,” Fossum said in a pre-mission interview in March. “That’s a potentially very challenging task. I’ve trained hundreds of hours.”

Cygnus could follow in December, according to Gerstenmaier.

The next Russian EVA now in August.

Alexander Samokutiaev, flight engineer of the International Space Station’s expedition 28, informed about the planning for the upcoming Russian EVA in his blog in Roscosmos web.
According to Russian cosmonaut, the EVA is slated for August, pending the launch oa the shuttle scheduled for July 8.
Alexander will work outside the ISS with his colleague Sergey Volkov. The cosmonauts are to perform several ISS RS refurbishing tasks, as well as to launch small satellite Kedr.
Russian cosmonauts onboard the International Space Station switched on small spacecraft Kedr on April 12, in order to commemorate the jubilee of Yury Gagarin’s mission.
Small spacecraft Kedr developed under the RadioSkaf experiment bears the name adopted by Yu.A. Gagarin call sign in his historical flight, namely Kedr. The satellite’s signal will be transmitted at radio amateur frequency of 145.95 MHz. Kedr has radio amateur call sign RS1S.
RadioSkaf is implemented in the framework of UNESCO’s student space education program.
Kedr will transmit different signals, images, including the talks of famous Russian scientist Kostantin Tsiolkovsky, rocket Chief Designer Sergey Korolev conversation with the first cosmonaut during his 108-min historical mission, and famous Gagarin’s “Go!” (Poekhali!), of course.

I realize this forum isn't for satellite tracking, but i have yet to find one that is active enough to answer my questions so please bear with me.

I am curious to know if it's possible to see the Progress Supply ships on their way to the ISS? This of course assumes that the ISS will be available to view from my location.

How are the Soyuz capsules sent to the ISS? Are they sent there by a Progress?

I have been able to see the Soyuz un-docked from the ISS only one time as it passed overhead but that was years ago.

Thank you for any and all help, it will be appreciated since I have no more Shuttles to follow. Spasiba and paka to my Russian friends!

It is possible to see Progresses on their way to the ISS - I have seen them myself many times.

Soyuz capsules, when coupled with their propulsion and habitation modules, are about the same size as a Progress, and so are also visible from the ground. Soyuzes are launched to the ISS atop a Soyuz rocket and then fly to the ISS themselves for docking - just the same as Progresses do.

Hi Space Pete,

Thank you very much for the information! Can I rely on the posted schedule of launches that I see on this site or need I go elsewhere to get better launch times?

I get my elset data from TS Kelso's Celestrak page I don't know if he will post the keps for a Soyuz launch, I know he has Progress rocket info on that page.Using TS's data my program is showing a Progress 10-M 10M apparently docked with the ISS is this correct?

I am in Pennsylvania and currently there are no visible passes of the ISS for me to view and there won't be any for weeks to come. I create the pass data and disseminate it to others who are interested in looking up and seeing the station but not doing the tracking themselves.

Cheers and hope to hear from you shortly to confirm my data.

Tinsby :D

Are these good news or bad news?

I don't understand why they still need Progress-assisted reboosts at this high altitude.

I don't understand why they still need Progress-assisted reboosts at this high altitude.

Because there is still enough atmosphere present to cause drag on the ISS.

Going to a higher altitude didn't eliminate the requirement for reboosts - it merely reduced it from 19,000 pounds of propellant per year to 8,000 pounds.

I haven't checked it, but it seemed to me that the rate of reboosts didn't change drastically since the ATV reboosts.
