I saw this article in Space News:

I did not know the DoD was as bad as NASA on getting new systems online (Decades plus).

My thoughts on the risk adverse culture and the fear of failure was they could learn from SpaceX. Could they get SpaceX to consult with the DoD to help?

Also if China were replace the USA as the dominant player in space what implications would that have for civil space?

Not sure if this should be here or in the SpaceX general section.
