The ALS program had something similar to the Jupiter III and PARIS for that matter.

The key difference is using the STS ET/SRB system as close to as is as possible.

More importantly it must be a family because the HLV demand based on current space paradigms for +25mT payload is very limited.  Even with VSE it will be maybe 2-8 HLV launches a year depending on the architecture/capability of the Direct Ascent vs LOR or HLV (Jupiter I vs. Jupiter II).  The basic concept is to use the production system needed for the entry level HLV Jupiter I “Direct” to form the “Common Core” booster of the Jupiter family to the maximum extent possible.  That way the expense of expanding the LV capacity for all possible future needs could be minimized.

In the paper we expanded on some paradigm shifts that could support the orders in magnitude increase in payload to orbit required to justify such awesome vehicles in the first place.  Until then the Jupiter I and maybe II should be more than enough until we get serious about Mars.
