ISRO Researching VTVL?

Is ISRO studying the possibility of a VTVL system?
This conference poster seems to mention "Technologies for Reusable Propulsion"
http://aset2018.vssc.gov.in/style/images/ASET-2018-Poster-1.pdf
The simple legs and single engine bell on the bottom make this thing look like a small test-bed concept similar to the RLV-TD but meant to test vertical landing, like SpaceX's Grasshopper or ESA's Callisto.
Hmm, it would be nice to see a test-article made and flown for evaluation purposes. Maybe something to watch for in future funding approval info.
