I wonder where RH117 got that.

Correct I am providing attention to the fact that a CZ-3A apparently exists at the factory and the CZ-3A repeatedly remains on our schedule even though there aren't any known remaining satellites for it. The entry should probably be deleted from the schedule.

Note that most Chinese sources seems to indicate the February 17 Xichang flight (some says February 15) is of a different rocket, probably the CZ-2D first flight from Xichang delayed from last year. No one seems to be sure what's launching on it.As noted in the Chinese launch schedule thread, there seems to be a CZ-11 flight out of Xichang in February too, and that one might actually launch first.
