From a quick look at recent Proton launches of civilian Russian geo-comsats, it seems to me that SOP is to deliver the payload to Baikonur roughly 1 to 2 months before the planned launch date.  (Is my observation accurate?)

I wonder: will this launch be further delayed? 

Is the investigation of the 2nd stage anomaly during the Intelsat-31 launch still ongoing, and if so, is this launch on hold until a successful conclusion of the investigation?

Copy that and thank you--I was unsure if this was a Russian civilian government satellite or a Russian military satellite, and I'd missed the mention in a few other threads here identifying it as a military satellite.

According to Anatoly Zak, http://russianspaceweb.com/proton_2016.html#10 , the launch of Blagovest will only take place in January or February 2017 and the launch of EchoStar-XXI was delayed to December 2016.

Besides previous processing the satellite hasnt been transferred for prop loading. Its a bit to early given new launch target of sometime likely in July:

As I understand it, Blagovest will be a new small constellation (4 sats) of communication satellites for russian civilian operations.
Can someone explain to me what system it replaces? I was thinking meridian/raduga sats but these last are military.

During preparation of EchoStar-21, we have seen wide-angle pictures of MIK-92A-50 showing that no other launcher was there yet.
