How long does it usually take for the Chinese media to catch up with confirmation?
Usually a couple of hours. Today's official confirmation is longer than usual.
However the successful launch was already announced on 1pm (LT) TV newscast (with still images of the launch)
http://video.sina.com.cn/v/b/38661372-1290078633.html#1757503

also here at 12pm (LT)

According to the reporter in the video, this launch also send two small satellites "ZDPS" (Zhe Da Pi Sing, it means Zhejiang University Pico Sat) into the orbit. There are rumors on Chinese wesite that this sat weight 3.5 kilogram with dimension 150mm x 150mm x 150mm and life span for 3 months. Maybe they are too small so that there are no TLEs for them.

There are now three objects cataloged. Since the CZ final stage is often
not cataloged on Yaogan launches, B and C may be the picosats.

Russian announcement at http://russian.news.cn/science/2010-09/22/c_13525120.htm did contain the picosats part.
