It is not clearly. At first UM and NEM should fly to ISS. Then, in December 2019 Rogozin said that UM and NEM can form near-lunar Russian station. Yesterday, as I heard (also see citation below from RIA Novosti), he meant that they will not launch them to ISS and then will detach.

Some corrections to 2020:
1. No Glonass-K2 this year.
2. Gonets-M block 17 to 2021.
3. Two new Meridian-M were only ordered recently, so it is impossible in 2020.
4. Three Bars-M are good but it is impossible - last year Russian MoD said that one Bars-M will be prepared to December 2019.
5. Four Kupol are good as well but last year Russian MoD said about plan to launch only one Kupol this year.
6. Angara-A5 3L to 2021.
