No. The announced launch month or date shifts in the last several months: April to April 18 to May, and now to late April. See up-thread.

Cross-post re: Fregat upper stages to be used for OneWeb launches from either Baikonur or Vostochniy:
NPO Lavochkin is to blame, on their website there is no Fregat-M.
Only Fregat, Fregat-MT and Fregat-SB

Yes!

But NPOL in its press-releases calls Fregats launched from CSG as Fregat-M and Fregat-MT.
When Fregats for OneWeb were delivered to Baikonur NPOL called them as Fregat-M. The same was during rollout. But after launch Roskosmos and NPOL removed M from name of Fregat.
Now Fregats delivered to Vostochniy, and they call them simply Fregat.

One source has told me that Fregats ordered for OneWeb launches from Baikonur and Vostochniy call simply Fregat. Another source said that all Fregats ordered for OneWeb launches from three cosmodromes call Fregat-M. The third source has told that there are no Fregat-M during launches from Baikonur, Plesetsk and Vostochniy on Soyuz rocket. Indeed it is very confusing.
