If this Neitron goes to "Molniya orbit" - then, yes - it could be.
However, if it goes to LEO at 63° inclination...
It seems doubtful to me that reentry zones could match so close - for such different launch schemes.

Anyway, NOTAM's set, there will be a launch - then we will know more :)
