There will be two ISS orbit's reboosts instead of one - on December 11th (test reboost) and December 13th.

It is the forgotten old practice to have test reboost for arrived spacecraft.

And do you know :

1. Why this practice has been forgotten ?
2. Why, suddenly, it reappears ?

Launch now scheduled on December 17 (local? probably December 18 GMT - should be ~03:00 UTC/10 pm EST) to clear away from the Chinese lunar landing party now rumored on December 16:

Orbital Sciences ‏@OrbitalSciences
@OrbitalSciences and @NASA have identified December 17, 2013 as the target launch date for Orbital's first ISS commericial resupply mission
When will the rendezvous and berthing take place?

I think it is a translation issue.    We have been doing this for ages.  I think he meant folks had forgotten we do this.

Do you know why there will be a test reboost?

It is the forgotten old practice to have test reboost for arrived spacecraft

There will be installation of new version of software (8.07) for Zvezda computers on December 5th, and RSC Energia wants at first to do a test reboost for checking correct work of software before normal reboost.

Next ISS orbit's reboost is planned on January 16, but it depends on Cygnus launch.

The Cygnus cargo vehicle consists of two modules. The service module provides attitude control, propulsion, navigation, electrical power and contains the solar arrays. The pressurized cargo module, which comprises the majority of the vehicle, provides the space for delivering cargo and logistics. However, there is no capacity for the recovery of cargo as the vehicle is intended for a destructive reentry over the Pacific Ocean Feb. 19. It will be unberthed and released from the station Feb. 18.
