I remember both Glonass-K1 and -K2 are test satellites and only Glonass-KM will be production satellites. If Glonass-KM are available after 2020, that means the whole constellation will be sustained by Glonass-M satellites, thus a big delay of the Glonass modernization plan...

There are rumour on NK forum that the launch has been delayed due to problems with Fregat upper stage (it should be returned to a factory) and Glonass-K1 satellite.

There are rumour on NK forum that the launch has been delayed due to problems with Fregat upper stage (it should be returned to a factory) and Glonass-K1 satellite.

This report confirms that there are problems with the electric cables of the fuel consumption control system of the Fregat upper stage: http://izvestia.ru/news/540601#ixzz2DfsMZ5iG. The new launch date is now in February/March 2013.

And I have a reliable source that confirms that there will be no more Soyuz launches from Plesetsk in 2012, and that the problem is with the Fregat upper stage.

yes it appears to be delayed partly because Russian Authorities are trying to clear up Glonass-M backlog. If I remember correctly all of the remaining Glonass-M SC's have been completed and are sitting in corporations long term storage area awaiting their eventual launch onboard either Soyuz-2-1b or Proton-M.

Supposedly you can launch 2 Glonass-K1/K2 on Soyuz-2-1b/Fregat-M and 6 on both Proton-M/Block-DM-03 and Proton-M/Briz-M.

I do not have specs yet on series Glonass-KM.

Primarily the fact that the 2 K1 and 2 K2 series sats are test satellites and after those all launch it was decided to implement Glonass-KM which are larger, but is much more capable than all predecessors.
Glonass-KM fully implements following CDMA channels in L1, L2, L3, L4, and L5 signal bands:
Glonass-KM Version Block 1: Civilian CDMA Bands:
L1: L1OC, L1OCM, L1SC
L2: L2OC, L2SC
L3: L3OC, L3SC
L4: L4OC, L4SC (Civilian L4 is still in development, to be implemented via a later block/series after 2020)
L5: L5OC. L5SC* (* L5SC is still in final development, to be implemented via a later block within Glonass-KM Family)

Glonass-KM Version Block 1: Federal FDMA Bands:
L1: L1OF, L1SF
L2: L2OF, L2SF
L3: L3OF, L3SF (Federal L3 is still in development, to be implemented via a later block/series after 2020)
L4: L4OF, L4SF (Federal L4 is still in development, to be implemented via a later block/series after 2020)

Because Glonass K1 are purely test satellites and basically GIOVE-A and GIOVE-B but for Glonass instead of Galileo programme. Glonass-K1 and Glonass-K2 test series and have operational only FDMA bands which are carried over from Glonass-M and test only CDMA (Civilian Bands) which are new and operational version is slated to first fly on Glonass-KM No. 1.

This was original plan for launches back in 2007 before Glonass-KM was created which reduced number of K2 series to two All previously planned Glonass-K2 have been replaced by Glonass-KM which is slated to start in late 2015 or early 2016 at the earliest.

The other reason I know of is costly satellite launch failures.

K2 is slightly heavier than K1 originally only K1 series existed; then when Russia issued order to include several additional transmitters covering new international CDMA L Bands required to be implemented worldwide by ICC via UN treaty that created for first time UN implemented standardized international CDMA L Bands for all new GNSS sat launches worldwide begin January 2014 which resulted in creation of initial CDMA Glonass test platform Glonass-K2 to implement IOC for baseline CDMA testing and regional services.  Glonass-KM is following expedited development process for its initial block of satellites to meet 2020 deadline for FOC implementation of full/all CDMA bands.

It is in accordance with the plan for the eventual conclusion of Federal missions from Baikonur and the pending retirement of Proton-M launcher when all missions will be transferred to other capable Russian launchers flown from other cosmodromes.

I have a question about numbering. I've seen this spacecraft named as Uragan-K1 #2 (Nr. 12 or 12L) or Blok K2s (and the previous as Uragan-K1 #1 (Nr. 11)). Why the 11 number? And the K series is also separated in launch bloks by launch with the last letter denoting the launch vehicle?

Reshetnev NPO PM start the first flight article from 11; here is what the first ten Raduga were used for:-

The blok numbers are because the intention from the start was to launch in pairs, or more; the same with other GLONASS satellites.

So before the switching off(?)
But such a long maintenance, and why has the ending now been set to indefinite?

According to the NORAD TLE (at Celestrak) the orbit time of Glonass-K 702 is shortened.
675.73 min would be normal for Glonass, 702 now has 675.28 min.
To me it looks like the orbital period 702 was minimally too long and he slowly drifted out of slot 9.
Apparently that should now be corrected.
It will probably only go into operation after the correction.

The moving action of Glonass K 702 seems to have ended. The orbital time was adjusted to the constellation.
I think 702 will go back in service in the next few days.
