Next Spaceflight is listing booster B1071.5 for this launch.

https://nextspaceflight.com/launches/details/5657

It has been doing so since it was originally scheduled for the end of September:

SDA Tranche 0 Flight 1 on NextSpaceFlight, updated August 3:
First stage 1071.5, landing at LZ-4.

Given that B1071 has already made it's fifth flight, it would be at least on it's sixth flight if B1071 is still scheduled to launch this mission.

Ah, good catch. I guess it hasn't been updated since the delay.

Oops that was probably my fault. Booster was eventually moved to another flight. I'll delete it since the booster assigned to it is likely a different one now.

[Space Development Agency Director Derek] Tournear said the latest delay resulted from a “noisy power supply” issue that requires a fix for all eight York satellites that were manifested to launch in December.

“Technical issues came up during testing … we had a noisy power supply,” Tournear told SpaceNews. “We have to take the satellites apart and add in an electrical filter to all the York [Space Systems] satellites.”

The launch rescheduled for March includes York’s eight satellites and two of four SpaceX-Leidos missile-tracking satellites the companies are building for SDA’s Tracking Layer Tranche 0.

Any payload news?  The satellites should have arrived or be arriving now to be launch processed for a March launch.

I'm guessing the early April FCC permit could be this one?

I'm confused.  I thought this was the refreshed FCC app for SDA:
Mission 1641 (SDA) back on the schedule, NET March 22
0278-EX-ST-2023
RTLS

0433-EX-ST-2023, OSD 2023 Apr 1 matches up a bit better with Transporter 7

If the current first stage rotation is continued, 1071.8 will be used for this launch (previously launched and landed January 31).

With 2-8 delayed to 15th March and Transporter-7 reported as being April 2, it is perhaps dubious that there is time for this launch between these two dates.

Could be a delay of this flight to mid April? Or maybe this will be ready and get priority causing a likely delay to Transporter-7 instead.

SDA To Launch First Satellites, Tranche 0, By End Of March

Quote
The Space Development Agency (SDA) plans to launch its first batch of satellites, Tranche 0, before the end of March from Vandenberg Space Force Base in California.

The launch, aboard a SpaceX rocket, will include Tracking Layer or Transport Layer satellites—possibly both—though the manifest has yet to be finalized, said Frank Turner, technical director for the SDA. He spoke March 14 at the Satellite 2023 conference in Washington.

“I do not know what is manifesting,” he says. “Things are going really fast.”

The late March launch date seems sus, considering Transporter-7 is planned for April 2 (and seems more solid).

I'm assuming SDA will launch at some point after that, maybe mid-April?

NSF removed the date for T-7 launch at least a week ago.

Ah okay, I've missed that change. In that case it looks like SDA got priority over T7.

Seems pretty clearly to be SpaceX, based on the two zones and the downrange distance (about 500 km). Also the northern zone overlaps SLC-4 but not SLC-2.  ;)
Heading is roughly 171 deg, probably not sun-sync unless the earth-rotation correction is larger than I think.
Based on the little bit I've seen about the SDA tr0 launch and its target orbit, it's reasonable to assume that this launch is for that payload.
