WASHINGTON — The U.S. Department of Transportation’s Federal Aviation Administration (FAA) has proposed a $175,000 civil penalty against Space Exploration Technologies Corp (SpaceX) for failure to submit launch collision analysis trajectory data directly to the FAA prior to the August 19, 2022, launch of the Starlink Group 4-27 mission.

SpaceX was required to submit the data to the agency at least seven days prior to an attempted launch.

Launch collision analysis trajectory data is used to assess the probability of the launch vehicle colliding with one of the thousands of tracked objects orbiting the Earth.

SpaceX has 30 days to respond to the FAA after receiving the agency’s enforcement letter.

This report is woefully obsolete by the time of launch in a 1 week period of time.

Last year the launch rate worldwide was 179 successful orbital launches or 1 launch every 49 Hours. Plus the number of new satellite objects all of which are actively doing maneuvering toward their permanent orbit slots is for this year so far >500 (519 sats + other objects). That is >10 new objects per day on average. Average of >70 per week.

This is only now a teaching awareness item to inform the FAA whether the launch team is keeping up with Space Traffic. Other than that it is not an analysis value that is valid at time of launch. Going to need an automated tool to do the analysis and submit it to the FAA at ~12 hours before expected launch for this launch analysis to mean anything. A tool that can download the latest space object data set. Take the entered trajectory definition and the date/time of launch + window duration and give not only a GO/NOGO response but generate the report to the FAA Space Traffic Management (which doesn't effectively exist yet).
