I guess Europe if you define it by political means(European Union).
Geographically Russia  belongs to both continents (Europe/Asia)

Certainly the Siberian portion is Asia, obviously.  I've always wanted to take the train across Siberia, and visit cities like Novosibirsk.  Seems almost like a different world!
