Looks like the exhaust deflector burned through, and exhaust stream excavated the underlying soil.

It depends on if the comment was in the context of being about an "Upgraded M1D" or if it was about the upgrades that went into the transition from the M1C to M1D.  I read it as being the latter.  We knew that there were significant improvements in cost, manufacturability, and power in going to the M1D.  It also enabled landing and, so far as we know, debuted significant throttling.  So, as of now, I'm still reading that tweet as referencing the 40% we already knew about.

Which era M1D do we know the 40% from? We know that maximum thrust has increased with the various F9 blocks. If the minimum thrust didn't decrease, the % throttle depth goes deeper. Presumably, they have not raised the minimum thrust, or at least not much, or landings would get harder.

Thrust should be fairly easy to infer from video of landings where the on-stage video has been shown.

The discussion of deep throttling was historical, I believe. Tom was talking about the development of the Merlin 1D engine:

"This is a world-class engine. This is very easy to make, very low cost and extremely reliable. Very proud of it. And another thing that this engine had designed into it was fast and deep throttling. And fast and deep throttling allowed us to land the rocket, so this basically enabled recovery of the vehicles."

From there he went to a picture of the Falcon 9 for Flight 6 at Vandenberg, which may have caused some confusion.
