Ukrainian production of the launcher stages are complete minus the first stage engine which was reportedly denied transfer to Ukraine a few months ago. It will be shipped after receipt of Briz-KM hardware for the remaining Rockot 2018 launches.
Satellite is still sitting in storage.

Hypothetically, is it plausible in a sound engineering and business sense for:

Yuzmash to ship the Zenit as-is?

Then Roskosmos and TsENKI take custody of the shipment in Baikonur?

Energomash ships the embargoed RD-171 to Baikonur, instead of Dnipro?  (I just learned that the city's name was recently changed from Dnipropetrovsk to Dnipro!)

The associated technical staffers, Ukrainian and Russian, finish Zenit assembly at Baikonur?

Is it possible/technically legal in the current political climate?

(I assume no, but I like some surprises.)

The hardware to install and test the engine in the booster is in Ukraine. The engine is being held until Ukraine delivers components for Briz-KM.

I see a single launch scheduled for October 2018 in this thread, as of the most recent revision.

I've read mention of differing numbers of satellites satellites still to be launched in different sources.  If I use the most expansive list I see model numbers: 757, 758, 759, 760, and 761.

Is a final Proton-M/Blok DM-03 triplet launch still planned for, or is it cancelled?

the most recent launch the payload was originally assigned to the triplet launch along with 757 and 758,
All remaining Glonass-M are to be flown this year per statements by the manufacturer and others this earlier year. Most/all have already shipped from the manufacturer during the first 2 quarters of 2018.

How many Glonass-M satellites and launches remain?  And when?

I see a single launch scheduled for October 2018 in this thread, as of the most recent revision.

I've read mention of differing numbers of satellites satellites still to be launched in different sources.  If I use the most expansive list I see model numbers: 757, 758, 759, 760, and 761.

Is a final Proton-M/Blok DM-03 triplet launch still planned for, or is it cancelled?

the most recent launch the payload was originally assigned to the triplet launch along with 757 and 758,
All remaining Glonass-M are to be flown this year per statements by the manufacturer and others this earlier year. Most/all have already shipped from the manufacturer during the first 2 quarters of 2018.

Summing this all up, and seeking correction if I'm wrong...

We should could (eventually) see up to 5 more Glonass-M satellites launched:

2 more "singlet" launches on Soyuz 2-1b/Fregat-M from Plesetsk,
And 1 more triplet launch on Proton-M/DM-03 from Baikonur.

AFAIU, the GLONASS M launches are currently "on need for replacement".
I.e., just like this launch: as old satellite fails they launch replacement.
In other words, they do not plan to maintain orbital spares (well, at least this is what I heard).

With respect to triplet launch by Proton - they have this as an option for a case of multiple failures in a short period.
So it is not canceled in a strict sense, however it may never happen.

And finally there is a launch of GLONASS K1 scheduled for late 2018, although it's unclear if the sat will be ready.
