Is "Zenit-3F" the complete designation for this launcher? Does the "F" stand for Fregat, some sort of modified Fregat, or Fregat-SB?

Unlikely as GEO-IK-2 will go to a 1000 km orbit while Gonets uses a 1400 km orbit.

According to Novosti kosmonavtiki forum, the launch of Glonass-M satellites can be moved up from December 25 to November, the launch of Bion-M No. 1 satellite has been postponed to 2012.

I was told Soyuz TMA-17 launch will be possibly postponed from December 7 to December 21 and Progress M-04M launch - from December 26 to February 3. These delays are not due to financial or technical problems, they are due to traffic issues at ISS. Progress M-MIM2 launch is still officially planned on November 10.

Since Garpun will use a Block-DM upper stage, I would consider DirecTV-12 the more likely candidate.
