Virgin Orbit deleted the tweet in Steven's post and retweeted the following with the Newton Four correction. Newton Three is on the 1st stage of Launcher One.

We now have USSF TLEs for all 8 objects from the LauncherOne mission. Object C is probably the upper stage, which seems to have lowered its perigee from  490 to 430 km to deplete propellant and reduce its lifetime.
