So, this is apparently another optical reconnaissance satellite of the same make/model as IGS Optical-5?

Do our reconnaissance satellite experts have any idea which IGS satellites, optical and radar, are (probably) functional?

FWIW, the local weather forecast for Feb. 25 shows thunderstorms at launch time with rain continuing into the 26th. Expect the launch date to slip 1-2 days.

As of Sept 15, 2017 there were "6 [operational] Japanese IGS orbiting the Earth"

As you mentionned, these 6 should be: Optical 4, 5 and Radar 3, 4, Spare, 5
