Yes. Final adjustments during testing had to be made before the pad could be placed in active service.

As it's plausible that Kosmos 2542 could have one or more sub-satellites that will also receive a Kosmos designation, we can't presume that this satellite will be Kosmos 2543?

This launch should now be the next orbital launch from Plesetsk.  Unless, there is another, as yet unknown Soyuz launch from 43/4 before December 10.

As of earlier this year:
Since there is only one pad for Soyuz-2 (43/4) such cadence seems doubtful to me.
Theoretically it is possible to recycle pad in 10 days, but two times in a row - it's quite a different story.

But, now that there will be two functioning Soyuz-2 pads at Plesetsk...

Re: Kosmos designations.  This satellite will likely be named Kosmos 2544.
It hasn't taken long for the inspector satellite to appear. TASS quotes the Ministry of Defense as reporting that a small satellite was detached from Kosmos-2542 today.

During the Kosmos-2519 mission it took about two months before the inspector satellite (Kosmos-2521) was detached.
The newly released subsatellite is likely to be named Kosmos-2543.
