As per http://www.zenite.nu/orbita/index.php?catid=4, the launch of Soyuz-2-1B rocket with Kosmos (Persona) satellite from the launch pad 43/4 is planned in February 2013.

No, because Persona will be put in low Earth orbit, so it doesn't need an upper stage.
