It is known who will take command of ISS-74B after Crew-11 departs in March?

I don't know for sure, but my guess would be Kud-Sverchkov.

Nomination of long-term crew members for the International Space Station (ISS)
January 9, 2026 (Reiwa 8)

Japan Aerospace Exploration Agency

 The Japan Aerospace Exploration Agency (JAXA) is pleased to announce that, following international coordination, it has appointed Astronaut Osamu Suwa as a long-duration crew member for the ISS.
 Astronaut Suwa will enter JAXA in July 2023, participate in and complete basic training as a Japanese astronaut candidate, and be certified as an astronaut in October 2024.
 This long-duration mission will be Astronaut Suwa's first space flight.


Period of stay   :   Around 2027
Main duties   :   As a long-term ISS crew member, he will maintain and protect ISS facilities, including Kibo, and carry out utilization missions (scientific experiments, etc.).

Note official communication by NASA but GCTC released pictures of Crew-13 in training :

Luke Delaney, Joshua Kurtryk and Jessica Watkins were seen. The Russian cosmonaut hasn't been seen
